BBC Sport understands Snodgrass became no longer scheduled to be tested, nor did he refuse to take a test.
“Robert Snodgrass has been charged with a breach of FA Rule E3(1),” the FA said in a statement on Monday.
“It is alleged the participant used abusive and/or insulting phrases towards UK anti-doping officers who were travelling West Ham United’s education ground on 6 February 2019 to behavior out-of-opposition checking out.”
